On July 1, 2019 DESFA launched the 2019 Market Test in the form of an Incremental Capacity Process in accordance with the requirements of Regulation (EU) 2017/459.

The Market Test is structured in two parts:

  • the Non-Binding Phase, which started on July 1, 2019 and lasting until the opening of the Binding Phase and,
  • the Binding Phase initiated by the publication of the Joint Notice of May 17, 2021 and the respective notices of each of the TSOs concerned (TSO Specific Binding Phase Notices).

During the Non-Binding Phase, interested parties submitted non-binding requests to the three TSOs involved in the 2019 Market Test, i.e. the Hellenic Gas Transmission System Operator (DESFA), Snam Rete Gas (SRG) and Trans Adriatic Pipeline (TAP) (hereinafter collectively referred to as the “TSOs”). The non-binding capacity and connection requests that were received have been published in an aggregated manner jointly by the TSOs in their Demand Assessment Report (DAR).

The Binding Phase commences with the publication of this Joint Notice of the TSOs and the respective TSO Specific Binding Phase Notices on the websites of the TSOs, and of the Project Proposal (as approved by the National Regulatory Authorities concerned).

The Joint Notice of TAP, SRG and DESFA for the Incremental Capacity Process (May 17, 2021)

The Joint Notice initiates the Binding Phase of the 2019 Market Test (Incremental Capacity Process) carried out jointly by the TSOs at 5 (five) Interconnection Points (IPs) along the route of TAP, being: Kipi (TR-GR), Nea Mesimvria (GR), Korca (AL), Fier (AL), and Melendugno (IT).

The purpose of this Joint Notice is to provide high level procedural details to Participants about participation in the Binding Phase of the Incremental Capacity Process and inform on how to access details on the registration and submission of Binding Bids to TAP, SRG and DESFA, as applicable.

Binding Phase Notice of DESFA for the offer of Incremental Capacity in Nea Mesimvria Interconnection Point (May 17, 2021) 

The Binding Phase Notice of DESFA marks the initiation of the Binding Phase as described in the Project Proposal (RAAEY Decision 426/2021).

It is important to note that the Project Proposal, as uploaded above, is approved by RAE with the following changes (unofficial translation of the paragraph 1, page 11 of RAAEY Decision 426/2021):

A. In section G2 entitled as “Economic test parameter for DESFA” in paragraph G2.4, the f-factor is defined equal to 0.75.

B. In section E1 entitled as “Participation criteria and Registration” and E7 entitled as “Gas Transportation Agreement (GTA)”, in the points concerning DESFA, the Letters of guarantee to be submitted to DESFA, should be issued by any Greek financial institute supervised by the ECB (systemic Banks, namely any of Alpha Bank, Eurobank, National Bank of Greece and Piraeus Bank), or any Greek branch of an internationally reputable bank – or any internationally reputable bank – with a minimum credit rating of A -at Standard & Poor’s or A3 at Moody’s, which has been approved in advanced by DESFA.

Transmission Users interested in participating in the Binding Bidding Phase are requested to register as an Applicant, according to the rules and conditions set in the Project Proposal and the procedure specified in the Binding Phase Notice of DESFA, in order to submit Binding Bids for the Nea Mesimvria Interconnection Point where incremental capacity is offered jointly by DESFA and TAP as a bundled capacity product.

* The Gas Transportation Agreement (GTA and GTA Guarantee Form) was approved on June 3rd, 2021, by virtue of RAE’s decision no 470/2021. Therefore, Annex VI (GTA and GTA Guarantee) of the Binding Phase Notice of DESFA was amended, pursuant to the relative decision.
