How to become a Transmission User

Steps required to sign a Framework Agreement for the Transmission of NG, in order for a company to become a Transmission User:

Step 1 – Inclusion in the User Register of RAAEY

A company must be registered in the National Natural Gas System (NNGS) User Registry, maintained by the Regulatory Authority for Waste, Energy & Water (RAAEY), by obtaining the relevant Decision by RAAEY.

Step 2 – Registration in NCIS and submission of the required documents

Once included in RAAEY’s User Registry, the next step is to register in DESFA’s Commercial Information System (NCIS) where all documents and data required for signing a Framework Agreement can be submitted electronically.

After creating the company profile within the platform, you can follow the instructions for access rights, complete the required data and afterwards submit the required documents.

The Application and the list of documents required for the conclusion of the Agreement can be found in Annexes 1 and 1A, respectively, of the Agreement.

Step 3 – Application and documents review

Within five (5) business days, the Operator reviews the completeness of the submitted information and documents and determines whether the Application will be accepted. If further documents or corrections are required, they must be submitted within ten (10) business days.

Step 4 – Signature of the Framework Agreement

Once the application is accepted by the Operator, you can download the pre-filled Framework Agreement, which you may sign physically or electronically.

When the Framework Agreement is counter-signed by the Operator, you will be considered a Transmission User.

In the relevant section, you may be informed about the regulatory framework, the required guarantees and procedures to be followed for capacity booking at the entry points and at the exit points of the NNGS.

For concluding an Agreement for the Use of the LNG Facility, the conclusion of the Agreement for the Transmission of NG is a prerequisite.
