Today, 17 June 2024, TAP, Snam Rete Gas and DESFA open a public consultation on the draft Project Proposal for the 2023 Market Test, in accordance with the provisions of Article 27 of the Commission Regulation (EU) 2017/459. The draft Project Proposal for the 2023 Market Test is available below.

The Joint Notice initiates the Binding Phase of the 2023 Incremental Capacity Process carried out jointly by the TSOs DESFA and ICGB at the Interconnection Point Komotini.
The purpose of the Joint Notice is to provide high level procedural details to Participants about participation in the Binding Phase of the Incremental Capacity Process and inform on how to access details on the registration and submission of Binding Bids to the TSOs, as applicable.

BINDING PHASE NOTICE OF DESFA FOR THE INCREMENTAL CAPACITY PROCESS IN KOMOTINI AND KULATA/SIDIROKASTRO INTERCONNECTION POINTS (02.05.24)
The Binding Phase Notice of DESFA for the Incremental Capacity Process 2023 in the Komotini and Kulata/Sidirokastro Interconnection Points marks the initiation of the Binding Phase as described in the Project Proposals for the respective Interconnection Points (RAEWW Decisions Ε-95/2024 and Ε-94/2024).
The Binding Phase of the Incremental Capacity Process 2023 will take place simultaneously, and as a single process, with DESFA’s Binding Phase of the Market Test for the expansion of the NNGS. Registration documentation and Binding Bids submitted to DESFA within the context of the Incremental Capacity Process 2023 concerning the Komotini IP and Kulata/Sidirokastro IP will also be submitted to DESFA within the context of the Market Test for the expansion of the NNGS, according the Guidelines (RAEWW Decision Ε-93/2024), which constitute an annex of said Project Proposals, and the relevant Binding Phase Notice of DESFA for the expansion of the NNGS.
DEMAND ASSESSMENT REPORT OF TAP, SNAM RETE GAS & DESFA (10.04.2024)
Today, TAP, Snam Rete Gas and DESFA are publishing the Demand Assessment Report, marking the end of the Demand Assessment Phase of the 2023 Market Test, launched on 3rd July 2023.
The DAR concludes that, based on the non-binding demand indications received, the TSOs will proceed to the next phase of the Incremental Capacity Process and will commence the Coordinated Design Phase, with an intention to publish the draft Project Proposal for Public Consultation as per the preliminary timeline included in the DAR.

Τhe draft Project Proposal is subject to public consultation in accordance with the provisions set out in article 27 (par 3) of the CAM NC and comprises the Incremental Capacity Projects designed to meet the non-binding demand indications received in the 2023 Demand Assessment Phase.
The draft Project Proposal comprises, inter alia, the proposal for incremental capacity at the interconnection point Komotini on the borders of their neighboring entry-exit gas transmission systems DESFA / ICGB.

TAP, SRG & DESFA JOINT ANNOUNCEMENT AND UPDATES ON THE 2021 & 2023 MARKET TESTS (18/01/2024)
In line with Section D.1 of TAP, SRG and DESFA Project Proposal for the second Binding Phase of the 2021 Market Test, as approved by the Italian, Greek and Albanian National Regulatory Authorities and published in October 2023, the TSOs are hereby jointly informing the market that the 2021 Market Test is closed.
The TSOs confirm that are proceeding with the relevant projects required for making the1.2 bcm/year incremental capacity project, pursuant to the first Binding Phase of the 2021 Market Test, available to the market, in line with the commitments received. (link)
This first step of expansion reinforces the Southern Gas Corridor’s significance for the EU’s security of energy supply and paves the way for further expansions, which can be achieved through participation in the next Market Tests.
Moreover, TAP, SRG and DESFA have launched the 2023 Market Test in July 2023, in line with the CAM NC timeline. The 2023 Market Test is still ongoing and the TSOs open a Revision Window for the Non-Binding Phase of the 2023 Market Test between 19th January and 2nd February 2024 to allow all interested parties to either submit new Non-Binding Demand Indications and/or to revise the ones already submitted between July-August 2023 during the Demand Assessment Phase of the 2023 Market Test.
The revision of the Non-Binding Demand Indication has to be performed through the submission of an individual Revision Form to market-test@desfa.gr
The above revisions and/or new submissions of the Non-Binding Demand Indications will be included by the TSOs in the common Demand Assessment Report for 2023 Incremental Capacity Process of next publication.
DEMAND ASSESSMENT REPORTS (23.10.2023)
The demand assessment for incremental capacity consists of two stages: Interested parties submit their non-binding demand indications and TSOs prepare joint Demand Assessment Reports (DARs).
Following the completion of the non-binding phase for Incremental Capacity 2023, DESFA publishes the below joint Demand Assessment Reports for Incremental Capacity (DAR):
CALL FOR NON-BINDING PHASE LAUNCH (03.07.2023)
DESFA announces that on the 3rd of July 2023, the Procedure for requesting Incremental Capacity will be launched, under the Chapter V of the Regulation (EU) No. 2017/459 of 16th of March 2017:
(i) at existing interconnection points, and
(ii) by establishing new interconnection points.
To participate in the incremental capacity procedure, interested parties must complete the "Incremental Capacity Request" (word, pdf), and its accompanying attachments (Attachments 1 and 2), and send it via email to market-test@desfa.gr (Subject: Incremental Capacity 2023), by the 28th of August 2023.
The above procedure is generally to be followed also by requests to the competent TSOs. In case of discrepancies encountered between the Capacity Request Forms submitted to different TSOs for the same incremental capacity, DESFA will apply the “lesser of" rule, in order to elaborate the demand assessment report.
It is noted that, TAP, SRG and DESFA have announced (link) their intention to organise a second Binding Phase for the Incremental Capacity Procedure 2021, during the second half of 2023. Consequently, the Demand Assessment Report for the Incremental Capacity Procedure 2023, is intended to be published after the end of the 2021 Incremental Capacity Procedure' s second Binding Phase.
Therefore, interested parties will be given the opportunity to revise the Non-Binding Demand Indications submitted to TAP, SRG and DESFA within two (2) weeks of publication of the Capacity Allocation results in this second Binding Phase.
