BINDING PHASE NOTICE OF DESFA’S MARKET TEST PROCESS FOR THE EXPANSION OF THE GREEK NATIONAL NATURAL GAS SYSTEM (NNGS) (02.05.24)
The Binding Phase Notice of DESFA for the expansion of the NNGS marks the initiation of the Binding Phase as described in the Guidelines (RAEWW Decision Ε-93/2024, Annex) and the Project Proposals with ICGB and BULGARTRANSGAZ respectively (RAEWW Decisions Ε-95/2024 and Ε-94/2024, Annex).
Transmission Users interested in participating in the Binding Bidding Phase are requested to register as an Applicant, according to the rules and conditions specified in the Binding Phase Notice of DESFA.

Registration documentation and Binding Bids submitted to DESFA within the context of the Market Test for the expansion of the NNGS concern not only the Interconnection Points of Komotini and Kulata/Sidirokastro, where bundled capacity is offered jointly with ICGB and BULGARTRANSGAZ respectively, but also the remaining Entry Points and Interconnection Points of the NNGS, as described in the Guidelines.

EXTENSION OF PUBLIC CONSULTATION FOR THE DRAFT GUIDELINES FOR THE MARKET TEST FOR THE ALLOCATION OF FUTURE FIRM CAPACITY AT THE NATIONAL NATURAL GAS SYSTEM (NNGS)
DESFA decided to extend the deadline for submitting comments regarding the conduct of the Public Consultation for the Draft Guidelines of the Market Test for the allocation of future firm capacity at the National Natural Gas System (NNGS), until Monday, April 15, 2024 (from April 7, 2024).
DRAFT GUIDELINES FOR THE MARKET TEST FOR THE EXPANSION OF THE GREEK NATIONAL NATURAL GAS SYSTEM (NNGS) FOR PUBLIC CONSULTATION (15.03.2024)
The draft Guidelines for the Market Test for the allocation of future firm capacity at the National Natural Gas System (NNGS) are subject to public consultation and comprise the Incremental Capacity Projects designed to meet the non-binding demand indications received in the Call of Interest of 29.03.2023.
Interested parties can submit their comments on the draft Guidelines to the following e-mail address market-test@desfa.gr until 07.04.2024 (Subject: Comments on the Draft Guidelines for the Market Test). Please note that the comments received may be shared with the Regulatory Authority for Energy, Waste & Water (RAEWW).
DEMAND ASSESSMENT REPORT (20.12.2023)
The demand assessment consists of two stages: Interested parties submit their non-binding demand indications and the TSO prepares the relevant Demand Assessment Report (DAR).
Following the completion of the non-binding phase for the allocation of future firm capacity in the National Natural Gas System (NNGS), DESFA publishes the Demand Assessment Report for the Expansion of the National Natural Gas System.
CALL OF INTEREST (29/03/2023)
DESFA initiates a Call of Interest, during which interested parties are asked to submit their non-binding requests for the allocation of future firm capacity in the National Natural Gas System (NNGS). The Call of Interest concerns the entire NNGS, including the LNG Facility, and its interconnections with other systems.
The Call of Interest will be non-binding and begins with the publication of this Notice (word, pdf).
During the previous years, DESFA has received an increasing number of requests for the connection of new firm transmission capacity or the increase of the already offered firm transmission capacity at Entry and Exit Points of the NNGS, highlighting the need for this Call of Interest that would enable DESFA to design projects that would cover said requirements more efficiently. As stated in the Call of Interest, DESFA prepares a System Adequacy Study that specifies the Natural Gas System's limitations, the methodology for the calculation of the technical capacities and the planned expansions. The Study highlights the System's bottlenecks by providing a clear and concise way of the calculation of technical capacities, presents the framework of the methods followed to specify required upgrades and focuses on the limitations which arise from the hydraulic constraints of the System and the dynamic behavior of the Natural Gas demand.

DESFA, through this Call of Interest, intends to collect the non-binding interest in booking future firm capacity, from all parties, in order to design the necessary technical upgrade projects of the NNGS, which will be able to cover the needs of more than one interested party, thus reducing the cost per interested party and increasing the chances of implementation of these projects.
Participants shall submit their Non-Binding Requests not later than the Non-Binding Requests Deadline, that is set on 1st of June 2023.
Non-binding capacity requests shall be submitted electronically by email in the following email address: market-test@desfa.gr. The subject of the email must be: “Call of Interest for the expansion of the NNGS - Non-binding request by (Company Name)”. The email must contain as attachment the Non-binding Request Form, as described in the Notice.
