Pursuant to Chapter V of Regulation (EU) 2017/459, establishing a network code on capacity allocation mechanisms in gas transmission systems, each odd-numbered year as of the entering into force of the Regulation, TSOs shall initiate their process of assessing the demand for incremental capacity (incremental process). The process consists of several phases starting with demand assessment for incremental capacity and ending with projects implementation, in case the economic test is successful.  

TAP, SRG & DESFA JOINT ANNOUNCEMENT AND UPDATES ON THE 2021 MARKET TEST (18/01/2024)

In line with Section D.1 of TAP, SRG and DESFA Project Proposal for the second Binding Phase of the 2021 Market Test, as approved by the Italian, Greek and Albanian National Regulatory Authorities and published in October 2023, the TSOs are hereby jointly informing the market that the 2021 Market Test is closed.

The TSOs confirm that are proceeding with the relevant projects required for making the 1.2 bcm/year incremental capacity project, pursuant to the first Binding Phase of the 2021 Market Test, available to the market, in line with the commitments received. (link)

This first step of expansion reinforces the Southern Gas Corridor’s significance for the EU’s security of energy supply and paves the way for further expansions, which can be achieved through participation in the next Market Tests.

THE JOINT NOTICE OF TAP, SRG AND DESFA FOR THE INCREMENTAL CAPACITY PROCESS (20.10.23)

The Joint Notice initiates the second Binding Phase of the 2021 Market Test (Incremental Capacity Process) carried out jointly by the TSOs at 7 (seven) Interconnection Points (IPs) along the route of TAP, being: Kipi (TR-GR), Nea Mesimvria (GR), Komotini (GR), Kucove (AL), Relievi Roskovec (AL), Fier (AL) and Melendugno (IT).

The purpose of this Joint Notice is to provide high level procedural details to Participants about participation in the second Binding Phase of the Incremental Capacity Process and inform on how to access details on the registration and submission of Binding Bids to TAP, SRG and DESFA, as applicable.

SECOND BINDING PHASE NOTICE OF DESFA FOR THE OFFER OF INCREMENTAL CAPACITY IN NEA MESIMVRIA INTERCONNECTION POINT (20.10.23)

The Second Binding Phase Notice of DESFA marks the initiation of the second Binding Phase as described in the Project Proposal (RAWEW Decision E-162/2023).

Transmission Users interested in participating in the Binding Bidding Phase are requested to register as an Applicant, according to the rules and conditions set in the Project Proposal and the procedure specified in the Second Binding Phase Notice of DESFA, in order to submit Binding Bids for the Nea Mesimvria Interconnection Point where incremental capacity is offered jointly by DESFA and TAP as a bundled capacity product.

* The Gas Transportation Agreement (Annex VII – Pro-forma GTA and GTA Guarantee) is approved pursuant to E-214/2023 RAEWW’s Decision. Annex VΙΙ (GTA and GTA Guarantee) of DESFA’s Second Binding Phase Notice has been updated on December 28th, 2023, based on the relevant decision.

PROJECT PROPOSAL FOR THE INCREMENTAL CAPACITY PROCESS PURSUANT TO THE REGULATION (EU) 2017/459 (28.09.2023)

The three Transmission System Operators (TSOs), Trans Adriatic Pipeline AG (ΤΑΡ), Snam Rete Gas (SRG) and DESFA, have submitted to the National Regulatory Authorities of Greece, Italy, and Albania, the Project Proposal for the 2021 Incremental Capacity Process 2nd Binding Phase.

ANNOUNCEMENT OF THE SECOND BINDING PHASE OF THE 2021 INCREMENTAL CAPACITY PROCESS FOR TAP, SRG AND DESFA (03.07.2023)

OUTCOME OF THE FIRST BINDING PHASE OF THE 2021 INCREMENTAL CAPACITY PROCESS FOR TAP, SRG AND DESFA (30.01.2023)

TAP, SRG and DESFA would like to confirm that the first binding phase of the 2021 Market Test has been concluded. The binding bids received during the Bid Submission Window have passed Economic Viability Tests of TAP, SRG and DESFA.

On this basis, TAP will proceed with the first level of Expansion, as per the Project Proposal for the 2021 Incremental Capacity Process. 

Capacity is allocated as indicated in this table.

A second binding phase is expected to take place during 2023, enabling submission of binding bids up to the Full Expansion.

JOINT STATEMENT OF TAP, SRG & DESFA ABOUT THE INCREMENTAL CAPACITY PROCESS 2021 (10.06.2022)

Following feedback received during the public consultation and the recent gas market developments, TAP, SRG and DESFA intend to propose a first Binding Phase in November 2022 and, eventually, a second Binding Phase in 2023, in order to complete the allocation of all the offer levels. DRAFT PROJECT PROPOSAL IN KOMOTINI IP FOR PUBLIC CONSULTATION (27.01.2022)

Τhe draft Project Proposal is subject to public consultation in accordance with the provisions set out in article 27 (par 3) of the CAM NC and comprises the Incremental Capacity Projects designed to meet the non-binding demand indications received in the 2021 Demand Assessment Phase.

The draft Project Proposal comprises, inter alia, the proposal for incremental capacity at the new interconnection point in Komotini on the borders of their neighboring entry-exit gas transmission systems DESFA / ICGB.

Please note that the comments received may be shared with the National Regulatory Authority of Greece (RAE).

DRAFT PROJECT PROPOSAL OF DESFA, SRG & TAP FOR PUBLIC CONSULTATION (18.01.2022)

The draft Project Proposal has been jointly prepared by the corresponding TSOs, in accordance with the provisions set out in article 27 (par 3) of the CAM NC and comprises the Incremental Capacity Projects of the involved TSOs designed to meet the non-binding demand indications received in the 2021 Demand Assessment Phase.

The draft Project Proposal is subject to a public consultation and comprises, inter alia, the proposal for incremental capacity offered jointly by TAP and DESFA at the IP of Nea Mesimvria as a bundled capacity product.

Interested parties can send their comments on the draft Project Proposal for Incremental Capacity to the following e-mail address market-test@desfa.gr, until 18.03.2022 (Subject: Comments on the Draft Project Proposal of DESFA, SRG & TAP for Incremental Capacity 2021). DEMAND ASSESSMENT REPORTS (25.10.2021)

The demand assessment for incremental capacity consistion of two stages: Users submit their non-binding demand indications (within 8 weeks) and TSOs prepere joint Demand Assessment Reports (DARSs) (also within 8 weeks). Following the non-binding phase completion for Incremental Capacity 2021, DESFA publishes the below joint Demand Assessment Reports for Incremental Capacity (DAR):

The joint DARs were prepared in line with the ENTSOG (European Network of Transmission System Operators) Template.

NON-BINDING PHASE LAUNCH (5.7.2021)

DESFA announces that on the 5th of July 2021 has been launched the Procedure for requesting, under the Chapter V of the Regulation (EU) No. 2017/459 of 16th of March 2017, incremental capacity:

(i) at existing interconnection points, and

(ii) by establishing new interconnection points.

To participate in the incremental capacity procedure, interested parties must complete the “Incremental Capacity Request” (wordpdf), together with all attachments provided below (Annexes 1-3), and send it via email to market-test@desfa.gr (Subject: Incremental Capacity 2021-2023), by the 30th of August 2021.
DESFA may consider non-binding demand indications submitted after the above deadline and until the 6th of September 2021, in accordance with Article 26 of Regulation (EU) 2017/459.

The above procedure is generally to be followed also by requests to the competent TSOs. In case of discrepancies encountered between the Capacity Request Forms submitted to different TSOs for the same incremental capacity, DESFA will apply the “lesser of” rule, in order to elaborate the demand assessment report.
