How to become an LNG User

Listed below are the four steps required to sign an LNG Facility Usage Standard Framework Agreement for a company to become an LNG User:
Step 1 – Registration in the RAAEY User Register
As a first step, your company must be included in the User Registry of the National Natural Gas System (NNGS) kept by the Regulatory Authority for Energy, Waste & Water (RAAEY), by obtaining the relevant Decision issued by RAAEY.
For further information, please contact RAAEY. As soon as you have the relevant Decision from RAAEY, you may proceed to the next step.
Step 2 – Submit Application & Required Documents
To conclude an LNG Facility Usage Agreement, you must submit the relevant Application to the Operator which can be found in Annex 1 of the Agreement along with the Required Documents, according to the guidelines in Annex 1Α of the Agreement. In case the interested company submits a request for more than one service (Transmission, Use of LNG Facility, LNG Truck Loading), one Application for each requested service will have to be submitted, but only one set of Required Documents is required. Specifically, and only for concluding an LNG Facility
Usage Agreement, a mandatory condition is the conclusion of a Transmission Agreement as well.
The Application and Required Documents can be sent to services@desfa.gr. The physical documents must be submitted to DESFA headquarters, for the attention of the Commercial Services Directorate.

Step 3 – Review of Application
The Operator examines the Application and the Required Documents which were submitted according to Step 2 and decides within five (5) working days of its receipt whether the Application can be accepted or not. If further documents or corrections are required, they must be provided within ten (10) working days.
Step 4 – Conclusion of the Framework Agreement
Once your Application has been accepted by the Operator, you will receive the LNG Facility Usage Agreement by email, which you can either sign physically or electronically.
By signing the LNG Facility Usage Agreement, you will become an LNG User. In the relevant website section, you may be informed about the relevant regulatory framework, the required guarantees and the procedures you must follow to schedule your booked LNG unloading, but also to receive valuable information for matters pertaining to the re-gasification capacity, unloading schedules, storage space, LNG quality specifications, the LNG Facility maintenance schedule, etc.
