The Emergency Plan, in accordance with Articles 8 and 10 of Regulation (EU) 2017/1938 of the European Parliament and of the Council of 25 October 2017 concerning measures to safeguard the security of gas supply and repealing Regulation (EU) 994/2010, is established by the Regulatory Authority for Energy, Waste and Water (RAAEY) after DESFA’s relevant proposal.


The Emergency Plan contains the measures to be taken to remove or mitigate the impact of a potential gas supply disruption and shall:

  • build upon the three crisis levels: Early Warning, Alert and Emergency;
  • define the roles and responsibilities of System Operators, RAAEY, the competent Ministry as well as the participants in the Natural Gas market participants during any crisis level;
  • ensure that Natural Gas undertakings and Major Natural Gas Customers are given sufficient capabilities to respond to every crisis level;
  • identify measures to mitigate impact;
  • establish measures and procedures for each crisis level;
  • establish procedures for implementing non-market-based measures and ensure that they only apply when market-based mechanisms alone can no longer secure supply, in particular to protected customers;
  • present the information obligations imposed on Natural Gas undertakings at each crisis levels; and
  • describe the mechanisms used in case of requiring assistance from the European Union and its Member States.
