The National Gas System Operator (DESFA) S.A. was founded on 30 March 2007, following the provisions of law 3428/2005 (Government Gazette 313/27.12.2005) on liberalization of the natural gas market, which aligned Greek laws with the European Directive 03/55/ EK. This law established DESFA S.A. as a subsidiary company owned in its entirety by DEPA S.A.
The newfound legal framework transferred the sector of the National Natural Gas System (NNGS) from DEPA S.A. to DESFA S.A. by means of a spin-off. The DESFA S.A. stature was approved with Presidential Decree 33/2007 Also with Presidential Decree 34/2007 (Government Gazette Α 31/20.02.2007) the procedure and criteria were established for the transfer of personnel for DEPA S.A. to DESFA.
Based on the former legislative framework, DESFA was appointed the full control of the NNGS, which is defined in article 6 of law No. 3428/05 and includes the Natural Gas Transmission System, i.e. the duct system with design pressure exceeding 19 barg and the Liquefied Natural Gas (LNG) station of Revithoussa. With the transfer of the aforementioned sector to DESFA S.A., the latter acquired a full and exclusive right to the operation, management, exploitation and development of the NNGS, which DESFA owns as well.
Management of NNGS, which is subject to Third Party Access, is governed by the provision of European and National legislation.
