On Friday, October 30, DESFA’s proposal for new scheduling process for unloading of LNG cargoes to the Revithoussa LNG terminal was published in the Government Gazette, following RAE’s approval earlier last week.
The new annual scheduling process introduces a market-based mechanism (auctions) for the allocation of the LNG terminal’s capacity and of the dates for the unloading of LNG cargoes to interested users, for up to 5 years ahead. DESFA’s proposal aimed at the efficient allocation of Revithoussa terminal’s capacity and unloading dates to those who value it most and to reflect the changing conditions in the Greek and international LNG business.
In preparing its proposal, DESFA drew on the commercial experience of several terminals in Europe, through its international shareholders. Furthermore, with this project, DESFA introduced a new structured process for communicating its proposals to the market, starting with a concept paper that, following multiple consultation rounds and workshops, is gradually refined to a detailed proposal submitted to RAE for approval.
Specifically, the proposals published in the Government Gazette are:

- FEK 4801/30.10.2020 | Approval of the Amendment of the Tariff Regulation of Basic Activities of the National Natural Gas System in accordance with the provisions of paragraph 1 of article 88 of Law 4001/2011 – Fifth Revision.
- FEK 4802/30.10/2020 | Amendment of Standard Agreements for the Transmission of Natural Gas and the Use of a LNG Facilities.
- FEK Β 4803/30.10.2020 | Approval of LNG Auctions’ Manual.
DESFA is already working on the implementation of the new arrangements for the scheduling of LNG cargoes for the year 2021.
